India's Election Commissioner Dr SY Qureshi held a meeting with Bihar Government's Chief Secretary Anup Kumar Mukherji in Patna on February 22, 2010.Later addressing a press conference Dr Qureshi said he was not satisfied with the progress of Bihar in preparing photo electoral rolls. He said just 57.4 per cent of voters had been included in the list of those who had been issued photo identity cards against an all-India avearge of 82 per cent.
