Bihar Chief Minister Nitish Kumar held a high-level meeting with the Minister and officials of the Human Resources Development Department in Patna on February 26, 2011. Bihar Government's HRD Minister PK Shahi and Department's Secretary Anjani Kumar Singh were present in the meeting. The meeting has decided to create a new higher education commission for the appointment of teachers in Universities.

Union Railway Minister Mamataa Banerjee presented Railway budget for the year 2011-12 in the Parliament in New Delhi on February 25, 2011. Railway passengers at Patna Junction took their time off to hear and view the budget speech of Railway Minister on hanging TVs located in different platforms. Passengers finally had a sigh of relief as there was no hike in railway fares.
Bihar Deputy Chief Minister Sushil Kumar Modi presented Rs 65,325.87 crore annual budget for 2011-12 in the State Assembly in

Modi, who is also state Finance Minister, proposed to raise value added tax on certain goods in schedule three from 4 per cent to 5 per cent, while on various consumer goods such as TV, refrigerator and automobiles from the present 12.5 per cent to 13.5 per cent.
He said road construction, human resources development, health and water resources would remain to be the priority areas in 2011-12 and announced an allocation of Rs 5,075 crore, about 21.15 per cent of the state plan of Rs 24000 crore.
