Bihar Human Resources Development Department Minister PK Shahi and Frederika Meijer, United Nations Population Fund (UNFPA) representative for India, jointly released "State of World Population 2011 Report" in Patna on November 4, 2011. The report states that Bihar has recorded highest 2.8 per cent decadal growth in India.On the occasion, artistes of Indian People's Theater Association (IPTA) staged a play on the gender bias that the girls of Bihar continued to suffer.
