While talking to media in Patna on May 18, 2013, Bharatiya Janata Party (BJP) national spokesperson and MP Syed Shahnawaz Hussain displayed a copy of the Time magazine and an article "India states of excellence" to stake his claim that only one state Mahrashtra mentioned in the article ruled by the Congress party while the rest three; Bihar, Gujarat and Odisha ruled by opposition parties.
