On the second day of the regional conference on 'Reforms for citizen centric governance' several distinguished speakers including Union Secretary for Administrative Reforms and Public Grievances RC Mishra expressed their views, in Patna on September 16, 2011. Mishra said the essence of administrative reforms is to simplify the life of the common man.
