Bihar’s Chief Electoral officer Sudhir Kumar Rakesh and Bihar’s Director General of Police (DGP) Neelmani addressed a joint press conference on the eve of first phase of Bihar Assembly election in Patna on October 20, 2010.
DGP Neelmani said Bihar's borders with Nepal and West Bengal had been sealed and tight security had been put in place to prevent any untoward incident during the first phase of Assembly elections in which 47 of 243 constituencies go to polls.
"Over 45,000 personnel of the central paramilitary forces have been made available by the Centre for peaceful polls," he said.
Chief Electoral Officer Sudhir Kumar Rakesh said for the first time the Election Commission has introduced live web-cast of voting at 20 per cent of the booths which would be monitored by district election officers, his office and the Election Commission in New Delhi.
