Tax Research Institute in Bihar soon: Modi

Bihar’s Deputy Chief Minister Sushil Kumar Modi inaugurated the annual conference of the Bihar Financial Service Association in Patna on November 8, 2009.
Speaking on the occasion, Sushil K Modi said Bihar government would establish a tax research institute to conduct research on tax structure; tax collection methodology and suggest improvement in the system.

Department For International Development (UK) and Government of Bihar has taken the initiative for administrative reforms in the state through Bihar Prashasnik Sudhar Mission( BPSM) in order to provide better quality services to citizens. Commercial Taxes Department has been chosen as a priority department to start the reforms. DFID has appointed Deloitte as management consultant to support as a Governance Technical Assistance Support Team ( GTAST). Capacity building of the department was identified as a key intervention under the departmental reform strategy. A survey report concluded that there exists a high training gap in the department.
    A Tax Research Unit ( TRU) and A Training Cell has been created in Commercial Taxes Department in Bihar. It is being encouraged to develop internal trainers in the department in order to impart training throughout the year with a specific training calendar and with relevant training schedule. It was decided that twenty officers of Bihar Finance Service be trained on behavioral aspects under a management development programme at XLRI, Jamshedpur. These trainers have developed their skills with two rounds of experience sharing sessions at circle and divisions level. It is felt that to strengthen their training skills, exposure should be given to them on methodology and uniformity. The internal trainers would also be extensively trained by external experts. Trainers with wider exposure in taxation and other aspects will impart training under the planned Train – the- Trainer programme.
