Nationalist Congress Party (NCP) released a 'black paper' on the eve of the Nitish Kumar led NDA Government completing four years in office in Patna on November 23, 2009.Releasing the paper NCP general secretary Tariq Anwar (left in photo) said since the four years' 'misrule' of Nitish Kumar Government ushered in bad governance and gave free hand to the bureaucracy to lootpublic money with impunity. "We have termed our report card against the present government as black paper," he said.
