During the meeting Bihar Government told Planning Commission Deputy Chairman Montek Singh Ahluwalia that plan expenditure of Bihar had seen a steady rise with accelerated growth, but per capita development expenditure had been the lowest among all the states during the 11th Five-Year Plan.
The state government has stated that the BPL population in Bihar stood at 1.98 crore, but the allocations for foodgrains and kerosene being arranged only for 72.95 lakh people only and there was urgent need to make allocations based on actual BPL survey.
It is learnt that Ahluwalia praised state government initiatives on development and also conceded Bihar government’s request for increase in allocation under Sam Vikas Yojana.
He also agreed upon to provide fund for the modernization of Kanti and Baruani thermal power stations.
However, Ahluwalia remained non committal on the issue of special status to Bihar.
