A State-level consultation on Drought and Climate Change was organised in Patna on October 20, 2009.In his key note address, Vyas Ji, principal secretary, Department of Labour Resource (Government of Bihar), said developed countries had greater responsibility to check carbon emission. He alleged that developed nations were adopting double standards vis-a-vis the developing countries.
